A group of Palestinians have sworn allegiance to Osama Bin Laden and al-Qaeda, according to statement posted on a major internet jihad forum last month.

The message appeared on the al-Firdaws forum – a meeting point of jihadis from around the world – and declared: "We believe that God


will walk on the path of Sheikh Osama, may God preserve him, and the path of the martyr Abu Musab al-Zarqawi…. We in the jihad in the land of Rabat (Islamic term for Israel – Y.L.) do not belong to any faction, and we declare loyalty to Sheikh Osama, may God preserve him. We pledge to go down the path of the martyrs and fighters in Mesopotamia (Iraq), Chechnya, Afghanistan, and all parts of the world."

Jihad Watch: Congressman introduces legislation to stop Internet jihad: "Rep. Bill Shuster (R-PA) has introduced legislation (H.Res.224) dealing with the explosion of jihadi propaganda videos on video sharing sites such as YouTube.

An aide to Congressman Shuster explains:

First and foremost, this bill would express the 'sense of Congress' that these sites should take action against jihadi propaganda. It is not binding and does not have the power of law to compel or censor the Internet. We even state in the legislation that Congress should be very hesitant in taking any steps towards the regulation of content on the Internet. Instead, the resolution urges the owners of these websites to realize that they are hosting jihadist propaganda and take action to remove or flag these videos.

The congressman wants to start a debate in Congress on how terrorists use the Internet to spread their ideology, radicalize their audience and recruit members. He hopes this legislation will start that debate."

A few months ago Hamas began operating a satellite broadcasting station called The Light of Al-Aqsa ( Siraj Al-Aqsa ), and at the same time upgraded its Website system. Both media continue to serve as platforms to encourage terrorism and hatred for Israel, although in recent months they have become more important in the propaganda war and mud-slinging campaign against Abu Mazen, Muhammad Dahlan and Fatah (official Palestinian media are under Abu Mazen's control and Hamas has not yet been able to exploit them for its own purposes).

There is mounting evidence that individual hacker groups connected by a pro-Islamic agenda are working together to carry out hack attacks, say experts.

Security firm mi2g says an alliance of anti-Israel, anti-US and anti-India groups are increasingly highlighting issues such as the Middle East conflict, the war on terrorism and the Kashmir stand-off as part of their destructive digital attacks.

At the height of the tensions between Pakistan and India over Kashmir in May, two groups (Unix Security Guards and World Fantabulous Defacers) carried out a total of 111 digital attacks on Indian educational and business sites.

Security firm mi2g said political and ideological motives were increasingly behind hack attacks.

Digital tensions

Hacktivist groups
USG (Unix Security Guards) - an anti-Israel alliance responsible for 87 overt attacks since May 2002
WFD (World's Fantabulous Defacers) - a Pakistani alliance of 12 member groups responsible for 445 overt attacks since November 2000
AIC (Anti-India Crew) - a Pakistani alliance founded in July 2001, responsible for 422 attacks to date
At a round table event in London to discuss the security threats in a post-11 September world, Chief Executive of mi2g, DK Matai, said hacktivism posed one of the biggest risks to business and government computer systems.

"Political motivation is an increasingly rising factor in digital attacks," he told delegates at the forum.

"The primary reason why web attacks are increasing is political tensions between Israel and Palestine, India and Pakistan and China and Taiwan."

New viruses decreasing

Israel has suffered a barrage of hack attacks since the start of the Palestinian uprising in September 2000.

An Egyptian hacker group has said it is behind the action. It began its activities shortly after 11 September.

Similar attacks happened during the Serbian conflict in 1999 when Nato and US Department of Defense networks were targeted by pro-Serbian hackers.

Despite the gloomy picture, the total number of new viruses has actually been decreasing since a peak in 1997, according to mi2g.

However, new viruses are causing more havoc because of the number of computers that are now networked together.

"When one catches a cold the entire global organisation catches it," said Mr Matai.

London-based computer security firm mi2g said October was the worst month for digital attacks since its records began in 1995.

It estimated that 16,559 attacks were carried out on computer systems and websites this month.

But the computer security firm said the economic damage caused by the attacks is decreasing, reflecting a decline in the quality of targets chosen for digital attack.

According to mi2g, which monitors the hacking of websites, the number of attacks by groups opposed to action against Iraq, or Israeli attacks on Palestinians has risen tenfold in the last month.

"We have noticed that more and more Islamic interest hacking groups are beginning to rally under a common anti-US, UK, Australia, anti-India and anti-Israeli agenda," said the firm.

But mi2g says there is unlikely to be a worldwide network of such hackers.

They say the attacks are coming from a handful of small groups probably operating from Pakistan, the Middle East and Muslim former Soviet Republics.

Security concerns

The most active pro-Islamic hacking groups are USG, with members from Egypt, Morocco and Eastern Europe, and FBH which is based in Pakistan.

The nature of the internet means websites are open to large-scale attack.

Once the hackers have learned the theory necessary to break security codes and hack into one website, they will find similar ways to get into many other sites.

These kinds of attacks are mainly used to deface sites and place messages opposing war with Iraq.

But there are concerns that similar techniques could be used to hack into military security systems or control systems for nuclear power stations and water storage.

As Sahab has also proven to have an effective content distribution center responsible for the dissemination of these videos and their message of Jihad around the internet. This process is supported by popular news stations like Al Jazera, which complement terrorist strategic message campaign allowing their message to reach millions of viewers and potential recruits around the world. One of these recruits is believed to be lead bomber Mohammed Sidique Khan. Khan appeared in a video tape bearing As Sahab’s logo which aired on Al Jazeera shortly after the London attack. Following the broadcast is appeared on terror and news sites all over the internet. The video tape effectively spread Al-Qaeda’s message to millions 'I'm Our words have no impact upon you, therefore I'm going to talk to you in a language that you understand.‘ 'Our words are dead until we give them life with our blood.‘ 'I'm sure by now the media's painted a suitable picture of me, this predictable propaganda machine will naturally try to put a spin on things to suit the government and to scare the masses into conforming to their power and wealth-obsessed agendas.‘ 'I and thousands like me are forsaking everything for what we believe.

Sahab debuted its first major project on the Internet in the summer of 2001. Since then, As Sahab has continued to release statements from Al Qaeda's leaders--and has significantly increased its output in the last year. As Sahab produced 58 videotapes in 2006, more than tripling its 2005 output, according to IntelCenter, a Virginia-based company that tracks statements by jihadists.

Technological revolutions in data sharing also support the effective distribution of As Shabab’s content. Popular video sharing programs like “You Tube” have been exploited by terrorists groups and ideological supporters to share violent videos of muhajideen snipers killing US soldiers and beheadings. The war on terrorism is an ideological war. Without believers willing to die fighting Jihad terrorists operations would be severely weakened. In that data sharing technology like YOU TUBE is an effective weapon for As Sahab. Their Web content reaches millions of potential recruits in their language. It also serves to unite other al Aqeda affiliated Islamic terrorist cyber groups, such as: Global Islamic Media Front (GIMF), Al-Furqan, Al-Fajr, Al-Boraq.(site Paz)

Counter terror experts have had a difficult time figuring out how closely online cells work together. In A Global Jihadi Umbrella for Strategy and Ideology: The Covenant of the Supreme Council of Jihad Groups, Reuven Paz points out that the cyberJihadists may share an ideological framework, but “there is a recognition of this legitimate pluralism reflected in the system of information, propaganda, and indoctrination campaign that the various Jihadi groups are waging in the Internet.” He comes to this conclusion by examining various information warfare campaigns being waged by Al Qeada affiliate cells who currently act in harmony with one another.” Despite increasing cooperation there are still many questions weather al-Qaeda has an Operational Organization leader or hierarchy that dictates commands from the top down or what Paz questions is a Global Council of Jihad?
